 Duties of the National Council

The National Council is Pi Kappa Delta's chief executive body whenever the organization is not convened at the National Convention. The duties of the council are as follows:

President: The President is responsible for directing the activities of the National Council; presiding over the National Convention; representing the organization to outside constituencies; appointing members of standing and ad hoc committees; and filling vacancies in National Council and Province Governor positions as set out in the Constitution.

Past President: The Immediate Past President shall be the liaison with the Alumni Caucus; shall be the program planner for the NCA Convention; and shall perform other duties as directed by the President.

President-Elect: The President-Elect shall perform, in the absence of the President, any duties of that office; shall chair the National Convention Site Selection Committee; shall have responsibility for overseeing the selection and awarding of standing awards; and perform other duties as directed by the President. The President-Elect, upon completion of the term of office, shall succeed to the office of the President of the organization.

Secretary-Treasurer: The National Secretary-Treasurer shall keep the minutes of the National Council and National Convention. This person shall fill all applications for membership and keep a complete record of the standing of each member. The Secretary-Treasurer shall have charge of the issuing of all charters, membership cards, and certificates. The Secretary-Treasurer shall collect the charter fees, membership dues, initiation fees, and all other assessments and shall maintain the national treasury. The Secretary-Treasurer shall keep a complete record of the finances, supplies and other property of the organization, and shall have charge of issuing keys to individual members. He or she shall give bond, and the accounts shall be audited each August. The National Council shall provide funds to defray the expenses of clerical work for the National Secretary-Treasurer.

Historian: The job of the Historian is to maintain the history of the organization. That means maintaining a copy of records and pictures that are of an historical nature to the organization. The Historian is also responsible for overseeing the organization's archives, creating historical displays, and securing nominations for the Order of Attainment and Hall of Fame. At the National Convention, the Historian conducts the Necrology Service, and together with the President, the New Chapter Initiation Ceremony.

Editor: The Editor shall have direct charge of the publication of The Forensic, subject to the general approval of the National Council. The Editor may also, with the approval of the National Council, appoint Associate Editors, Reviewers or Guest Editors. The Editor shall have direct charge of publication of The Key, and shall perform other duties if directed by the President.

Charters and Standards: This is an at-large position on the National Council that oversees the activities of the Charters and Standards Committee. The Charters and Standards representative shall direct and assist potential chapters in obtaining a charter; shall monitor the health of existing chapters; shall devise standards for evaluating the activities of individual chapters, and shall make recommendations to the National Council or National Convention for strengthening chapters. Using the procedures outlined in the Constitution, the Charters and Standards representative may also recommend possible revocation of a charter in the event that a chapter is deemed to be in substantial violation of the provisions of the Constitution.

Professional Development: This is an at-large position on the National Council that oversees the activities of the Professional Development Committee. It shall be the function of the Professional Development representative to promote the development of forensics educators by providing support such as, but not limited to: continuing education, financial grants, research support grants, mentoring support, summer research and teaching seminars, and occasional workshops.

Province Coordinator: This is an at-large position on the National Council that serves as a liaison between the National Organization and the Province Organizations. The Province Coordinator shall have frequent communication with the membership and the National Council. The Province Coordinator shall also serve as a liaison between the National Council and the Caucuses.

Student At-Large and Local Host Representatives: Undergraduate members shall have two positions on the National Council. The Student At-Large Representative shall be elected at the National Tournament and Convention. The Local Host Representative shall be appointed by the Director of Forensics at the institution hosting the National Tournament and Convention. Student representatives are expected to attend summer National Council meetings, the National Tournament and Convention, and the NCT. It is the job of the student representatives to serve as liaisons between the National Council and the undergraduate caucus, and to convey the interests of undergraduate members to the National Council.
